As of Wednesday, whether the bills will pass is anyone's guess.
On Wednesday, Lt. Gov. David Dewhurst got to do something he rarely does – cast a tie-breaking vote. The Senate was divided on whether to raise business taxes to pay for education. Dewhurst's vote helped kill the idea.
The House and Senate can still raise a host of consumer taxes.
A few days earlier, the House voted down a payroll tax amendment also designed to bring more businesses into the tax equation."
