Earlier this week Gov. Rick Perry added telecommunications and renewable energy to the list of items lawmakers could consider this session.

Expanding the call of a session is about more than just getting things done it is a political move.

At first, the special session was all about school finance. But then the Supreme Court handed down its decision on eminent domain. Judicial pay raises and tuition revenue bonds garnered more support, and before we knew it the special session had broadened to include a handful of legislative causes.

'It's not rare at all for a governor to expand the call. It happens quite a bit,' University of Texas Government Lecturer Gary Keith said.

Expanding the call is a way for governors to earn political capital, Keith said. In order to get lawmakers to sign off on a school finance plan you need bargaining chips. "
