The proposal being discussed by Sen. Royce West, D-Dallas, and other lawmakers would be the first big change in the law since it was enacted in 1997.
Currently, high school students who are among the top 10 percent of their graduating class – as ranked by grade-point average – are automatically admitted to the Texas public university of their choice."
