HoustonChronicle.com - DeLay, Culberson softening stance on rail, analysts say: "U.S. Reps. Tom DeLay and John Culberson softened their opposition to federally funded rail projects in Houston in response to growing pressure from their suburban constituents to solve traffic problems and a willingness to work with popular Houston Mayor Bill White, according to political analysts.

Some observers said further that DeLay, whose ethics controversy has taken a toll on his popularity, may be trying to ingratiate himself with his constituents by bringing home more transportation dollars."
