The proposal certainly trumps the budget legislators passed in 2003, which was a plan straight from hell, maliciously cutting services for the poor and elderly.
What works
The budget for 2006 and 2007 actually amends some damage caused back in '03. For example, it:
Restores Medicaid services for elderly Texans who need help paying for mental health services, eyeglasses and foot care.
Restores dental, vision and mental health benefits for kids enrolled in the Children's Health Insurance Program.
Pays for textbooks that had been put on hold."
