BRAC may not be politicized. But here's more evidence that the consequences of BRAC are. Some in the leftwing of Blogistan would argue that this is part of a Rovian conspiracy to allow GOP members to "save" their bases. I tend to think it is one more example where the GOP is split, and Rove and Rumsfeld aren't on the same page. And GOP votes are going down the toilet.
