'I can announce today that the budget passed by the 79th Texas Legislature is balanced,” Strayhorn said.
While the comptroller's office certifies the bill, Strayhorn said she was not happy about parts of the budget. In particular, she was displeased about lawmaker's decision to use the state's rainy day fund.
'Since I was sworn in as comptroller, I've said we need to be like any hardworking Texas family. We need to spend wisely, invest wisely, and save for a rainy day.'"
