Winning ugly is better than not winning at all. Without this legislation, the state loses momentum toward meeting the water needs of a state population that demographers say will grow from 22 million to 40 million by 2050. Yep, nearly twice as many Texans in 45 years, and they'll all need water. And that means thinking now about where they'll get it."
